Average Water Bill in Portugal — and How to Tell If You Have a Leak
Short answer: there is no single national price. Each municipality sets its own water tariffs, and the bill also includes sanitation (saneamento) and waste collection (resíduos), often calculated from how much water you use. For a small household in Lisbon, a normal bill is typically a few tens of euros a month. What matters more than the number is the change: if your bill jumps and your habits have not changed, check for a leak.
What your water bill includes
Water supply — in Lisbon, EPAL. Water is priced in tiers (escalões): the first cubic metres are cheapest, and each tier above costs more per cubic metre.
Fixed charges for availability of the service, usually per month or per day.
Sanitation (wastewater) and waste collection, which in many municipalities are linked to your water consumption.
Taxes and VAT.
Because of the tiers, a leak does not just add water — it can push your consumption into a more expensive tier and raise the whole bill faster than you expect.
Why a bill suddenly jumps
An estimated bill followed by a real reading: if nobody read the meter for months, the correction can arrive all at once. Compare the reading printed on the bill with the actual number on your meter.
More people or visitors, a new garden, filling a pool, or simply longer showers in winter.
A leak. The classics are a toilet cistern that keeps running, a dripping water heater safety valve, and pipes leaking inside walls or under floors.
The 20-minute meter test
Close every tap. Make sure the toilets are not refilling, and that the washing machine, dishwasher and any water heater are not taking in water.
Find the meter — see how to read your water meter — and write down the reading, or watch the small spinning dial or red star.
Wait 20 minutes without using any water. If the reading changed or the dial turned, water is escaping somewhere between the meter and your taps.
Narrowing it down yourself
Close the valve feeding each toilet and repeat the test. If the meter stops, a cistern is the culprit — see toilet keeps running.
Check under every sink, around the water heater and the washing machine connections for damp or drips.
If the meter still moves with everything isolated, the leak is in the pipes — often inside a wall or floor. Look for signs of a hidden water leak.
Can you get money back for leaked water?
Water that passes through your meter is normally billed to you. Some water utilities may consider a reduction when a hidden leak is proven and repaired quickly. Ask your water company what their rules are, and keep the plumber's report and invoice.
How to read the bill itself
Look for three things: the period covered, whether the consumption was read (leitura real) or estimated (estimativa), and the consumption in cubic metres. Then look at how the total is split between water, sanitation, waste and taxes.
If the consumption jumped, check whether the previous bills were estimates. If they were real readings and your habits have not changed, test for a leak.
Everyday ways to use less water
Shorter showers make the biggest difference. Fix dripping taps and running cisterns — see toilet keeps running and dripping tap. Run the washing machine and dishwasher full. Aerators on taps reduce flow without reducing comfort.

Leaks that do not show on the meter
Leaks in waste pipes — a shower tray, a basin waste, a toilet seal — happen only when water is being used and drained, so the meter test with taps closed will not catch them. Their sign is damp or stains near or below the fitting. See leaking shower tray.
When the leak is before your meter
If there is water in the street, the pavement or the meter cabinet itself, the leak may be on the water company's side. Report it to them — pipes before the meter are theirs to repair.
